Anyone is probably aware that a child with average IQ will think of falsifying their age when they want to view a racy Youtube video.
Another option is to require you to mail in an ID to view age restricted content but that'll make it too cumbersome for adults.

GOOG can only make the rules. Enforcement is hardly practical, but if they don't make the rules, they are liable to be perceived as pandering.
And they sure don't want to be in the position of collecting personal data from children.

Because the World Wide Web is completely under the control of institutions located in the USA, where the age of consent is presumed to be 18 (regardless of what it actually is in any jurisdiction), and US police have the power to arrest, prosecute and convict any website administrators within the USA that fail to enforce that age limit.

The short version? To cover their asses in case some one accesses it that shouldn't. The long version is to cover their asses because the penalties for allowing certain age groups to view certain content can have very bad repercussions against the person who controls the website it is on, both from a criminal and civil standpoint.

it simply covers their butts. It's like hospitals saying you MUST have a driver for a procedure in which you are sedated and if you lie and say one is coming when one is not, it simply protects them from liability say if you plan to sleep it off in your car instead. You wouldn't actually want to try to drive though unless you are fully stone sober. Get in an accident after driving when told you are not supposed too and you will be in deep s$%t.
Once you click that you are above age, their liability is covered. At that point it doesn't matter how old you really are.
