i've always wanted my own forum. I know it's pretty hard to actually make money as many of the forums I've been a part of have closed down or asked for donations. How much does it cost to run a forum per year? What's a good host?

That is entirely dependent on how much traffic you have. The software is free. The storage and bandwidth are not. If you don't have much traffic and can get by with a shared host, it might cost you $30/year or so. If you run something very large and popular, you could be looking at thousands.
JasonF is right. It's not a flat fee. You pay for how much CPU and bandwidth you use. As you are small (just starting), it will be cheap. As you get bigger, the cost will increase slowly. By the time it reaches thousands of dollars, you will likely have ad revenue opportunities to cover the cost.

I used to administer a couple of forums that ran on phpBB, one of those popular, free software options you reference. Keeping spam out of them took a couple of hours of effort every week.

Had the same issue as well. Upgrading phpBB used to be an incredible PITA too (I'd assume that it probably still is).

True some software costs money.
I've also watched forums migrate from costly platforms for phpBB though. It's a giant pain to migrate a forum over to a different platform though, and phpBB used to be a real pig.
