Never had this problem before. Now its happening all the time

Tried 2 different pcs because i thought the first one was the culprit. Apparently it was not
One had win 7 the other 8. Happens on both of them. Both on cable. No router

Changed max connections to 100. Heard this might help. it did not. Tried 2 different torrent programs.
I can download 1 torrent at a time but if i try multiple it drops me until i reboot pc

Thanks but Ive tried all that along with chaning ports etc. I have come to the conclusion that my ISP is throttling bit torrent protocols now and there is nothing I can do about it.
