Why is YouTube so unreliable? (working, click, ISP, website)

A few weeks ago you couldn’t few comments and now that that is fixed I have to buffer a video that is playing at 144p. Google in their latest press release likes to blame the ISP, but I’m going to have to raise the BS flag to half staff. There always seems to be something broken on YouTube.
This is not a recent deal for me, this has been going on for years.

Yes, in the past few weeks I've suddenly been having a lot of slowdown with YT,
and Google puts this clickable msg. beneath the video, which goes to a "Video Quality Report", a bunch of gobbledygook to me.
There is only one ISP in my area (in middle of nowhere), so it's pointless making hay about that.
And YT was working fine a month and longer ago, I don't get what's supposedly changed, out of the blue.
Not that I partake, but some adult content sites are free and there from my understanding zero issues
The slowdown has been pretty bad the last few weeks. I'm still thinking google is passing the buck
