Is there anyway to determine when this picture was first published on the internet?

There is no EXIF or meta data which is to be expected. If it's on specific website you can try looking up the page in the Internet archive.

If the page is listed that isn't going to be publish date and also keep in mind images could of been swapped using same file name.
