I think it might be because I use different browsers on occasion, but I'm not sure.

Yes, logging in from different browsers triggers an alarm with google and other sites.

I got the sign-in code from Amazon too but on 10/15. Needless to say I went and changed my password and turned on 2 factor verification right after.

This further supports my belief that there was a hiccup on Amazon's part, I'm betting that many more users got the same sign-on code email.

I just googled "received amazon sign-in code email" and found that a lot of users have posted about this as being an Amazon glitch.
