I don't know what tech but I would guess a special camera mounted on fixed position that mechanically rotates and takes shots at specific positions, the software would be designed to specifically work with these images to stitch them together semalessly into some kind file that has canvas that is like being inside a ball.
To make it look right the Javascript or whatever they are using client side is dynamically stretching/compacting/skewing the image when you rotate to give the illusion of 3-D.
Thanks coalman, I know some phones can do panorama recording and stitch them into one long image so I guess you are correct. Perhaps there is a javascript library out there which can do this and make it look 360 degrees. I will have a search.
It seems there are loads, I am sorry to have bothered you guys. I should have searched before posting. Not having come across before something like the site I linked to, I was amazed at the effect.
I just entered "360 javascript images" into Dogpile and got loads of items.
My old phone had a 360 camera attachment. It was SO simple to do.
Attach camera, take pic. Done.
That phone has now been discontinued (Essential PH1).
