What are your symptoms?
Are other 802.11 devices having problems too?
Router set properly?
Virus?
Someone tapping into your network?

Does the Chromebook have an Ethernet/RJ45 jack ?
Does Frontier's modem have an available Ethernet/RJ45 jack?

If so, cable them together and by pass the WiFi.

(Now if the real issue is Frontier's DSL or Cable connection, then you need to talk to them, or find a new provider.)

Or have you tried to move the PC and WiFi router closer together ?

Frontier is an ISP. WiFi is usually something provided by your modem/router, which might not have anything to do with Frontier. If you get good service when hard wired to your ISP, I would tend to think you have a poor WiFi network connection (weak signal, obstructions, interference, etc.).

It may not have an ethernet jack but he can get a USB ethernet jack.
