I saw some people during video conferencing who had a fake background behind them. It looked like a beach with palm trees and the trees were moving. How to get that (or other backgrounds that are moving like real life)?

That sounds like a background that comes with Zoom. If you have zoom, you will find it by clicking on virtual background, which you get to clicking the small arrow next to the icon for turning your video on or off.
