I would use my measuring tape and measuring acumen, and cut a hole in the basement ceiling in the area where the upstairs wall should be sitting.
LOOK at what is in the cavity, and either drill up or down missing stuff like wiring, ductwork, plumbing, structural stuff.

He's going to have to catch that cable sooner or later anyway and deal with it entering the basement.

I replied to one of those. As I said there I had en electrician come over. He dropped a cable FOR MY WIFI ROUTER and set up to network jacks (that I provided) with wall covers for...I don't remember exactly but it was just over $100. Well worth it.

Yeah, the Verizon guy did me a solid when the replaced the ONT on the back of the house with one of the smaller desktop ones. He had to pull an ethernet cable anyway from my office to the living room for the router, so he just pulled a second one for me so I could hook up the switch on my desk. Clean too - through my office wall, up the wall in the utility room, across the ceiling and through the living room floor. Not the prettiest up there, but it's behind the entertainment center so I don't care
