I think BCC is also good when you want the bcceed party to feel they are not crucial for acting on the email, nor even know the status but all the same in a 'good to know' way.

They do in some of other forums. It all depends on local moderation style, apparently. The Atlanta mods lock threads all the time, and not just because of unruliness. Tho that happens. There is also a tendency to post many parallel threads there which contributes to the thread locking trend.

None of the tech threads ever get locked unless they get very out of hand, and there are plenty that could use the key tossed out.

It's probably a good policy. I only read a dozen or so forums here, and I'm not that active in this one so the specific policies in the tech area haven't really made an impression on me. That usually indicates that the forum in question has good moderators.
