I know this isn't a method to judge speed but MY ISP swapped my modem with a newer style.

Now Windows says my speed is 48 MBPS instead of 54.

Would the modem play a part in this? Wouldn't it just be the wireless router?

Why does it say 48-54 anyway, when the max speed is really 10?

Do you have a separate wireless router? The modem has no effect on your wireless connection to the router.

Speeds are given for up and down, I have no idea what pink is. Just to give you an idea, via wireless my speed right now is 8.63 up, 15.15 down.

Perhaps you mean PING, not pink? In that case yeah, 99 is pretty high, mines 24.
Wireless does have overhead, my hardwired desktop gets around 12 up, 30 down.

What is the advertised speed for your package? Are you saying when your hardwired to the router, with the laptop wireless turned off, your only getting 9Mbps down? What OS by the way?

What do you get if you hardwire to the router? Again, what OS? Make/model of laptop?

Cable companies can throttle bandwidth from the router if the router supports it, or manage it centrally. As long as you are getting the speeds you're paying for, I wouldn't be concerned. Also, what type of wireless do you have - the 802. standard has different speeds - B, G, N are typical these days and effect your wi-fi speed.
