I created a short video clip that is saved to desktop, right now it's .wmv, do I have to upload somewhere in order to post it on a forum? What format does it have to be?

Whether you can attach a gif to a message in a forum depends on the image format that the forum allows for attachments. I'll just use City-Data as an example, since we're posting on it. City-Data doesn't allow any attachments, but it allows inline linking. So to post an image here, you have to upload it to an image host and link to it here with the button.

My current favorite image host is imgur: The Simple Image Sharer | Upload and Host an Image, but there are many others available to use.

A gif is an older file form that uses sequential images. A lot of folks have gifs disabled in their browsers because ads use them. A wmv is a windows media video. Get "internet video converter" (free) from Snapfiles.com, convert your video to the format that Youtube likes, upload it there, and use a link from there in the forums.

Photos and animated gifs may be linked directly from CD's photo album without having to worry about a third party site. Just go to your profile, create a photo album and upload pictures from your PC. After upload, you will get an URL that you can paste into a post to show your pic.

wmv is a video format. You can post it to forum by uploading it to YouTube, Vimeo or other video sites to get a URL to it, then posting the URL in the forum. Certainly, you can convert it to a gif file first. The later steps are the same, uploading to an image site that supports gif and getting the link to it.

Find your video on YouTube. Copy the plain URL of the video
Paste it into your forum post, then use the link button
"Post to forum" and the video will be embedded in your post.
