We're closing on a house on the SW side of Cedar Rapids near Cleveland Elementary off 1st Ave SW. My wife says it's "not a bad" part of town, father in law says he "thinks of old people" when he thinks of this part, and I have absolutely no idea since I'm new here. The area seems up-kept, no graffiti, saw a bunch of kids playing out in the snow when we drove around, but I'm curious what locals think of the area?

Yes it is ok part of town. The general rule for West side and this is "general", is to stay West of the baseball stadium. The big one about 2 blocks South of 1st Ave around 13th st. Some people also say stay West of 18th st. Either way you are West of there. CR is a pretty safe city with about 320 violent crimes per 100,000. To give an example I live in a city that has 898 now. YIKES!!
If you look at SE side the rule is stay East of 19th street. NE side is very spotty but definitely not desirable West of 19th.
