The cities I am familiar with are New York and DC. Is CB a busy, hub-bub place like those cities or is it a more small town feel?
You're coming from two of the most busy metropolitan areas in the nation... unless you move to another top 5 to 10 metro... you're probably going to feel the pace slow considerably whereever you go. Moving to Council Bluffs... you're talking near 'snail pace'.

Even 'big' Omaha across the river... with 800,000 in it's metro population (incl. CB) is going to be a shock in terms of ease of commute/laid back lifestyle.

Stargazer is right. The pace is definately slower here in the midwest. I lived in Omaha for 12 years and have now been in CB for 9. I noticed the difference right away. Not bad though. In 9 yeqars I have also noticed that CB is getting busier .I work in West Omaha but enjoy coming home to a slower pace.

My wife's work may take us to the Omaha area within the next couple of months. We currently live in SE Iowa south of Ottumwa. Our kids love the Davis County school district and would like any relevant thoughts/opinions of the Omaha or Council Bluffs area. We have a 12th grader to be so we were looking more to the Iowa side for post secondary school opportunities. We moved here from Pittsburgh, PA and are somewhat used to city/suburban type living. Our cost of living in SE Iowa is ridiculously low, but again so are job opportunities for myself. School-wise we were probably looking for a smaller school where our kids could fit in easier (like they have in Davis County), but we're not closed-minded on any other opportunities for them. Any relevant thoughts/opinions would be welcomed. Our kids are of mixed race and have not had any problems in Iowa since we moved out here last year. Thanks.

^ This is a tough call.

Of the Co Bluffs people I know, most of them are just straight-up racists. The old term CouncilTucky is not totally inaccurate.

You'll find far more diversity in Omaha and the Omaha schools. Unfortunately most of them are pretty big (our daughter graduated with 500+ classmates from Omaha North).

I think you're going to find the cost of living in this area considerably higher than around Ottumwa.

That said, I'm not sure what to recommend to you.

I don't think it's fair to call an entire city of 55,000 residents racist. If you didn't have a bad experience in Ottumwa, I doubt that you'll have a bad experience in Council Bluffs. The percentage of minorities is roughly equal in Ottumwa and CB, according to Wikipedia. Omaha would be a lot more diverse, but if you're looking to stay in Iowa, I really don't think Council Bluffs will be a problem.
