Bettendorf, Le Claire, Eldridge and parts of Davenport. I would consider most of Scott County to be family friendly, though.

Depending on where you want to be, if you would like a smaller town that's just minutes away from Davenport, Blue Grass doesn't seem like too bad of town to me. Walcott also seems to be a decent small town also. Both are west of the quad cities a little bit. The north side is Eldridge which seems to growing fairly well. I can't give you any specifics on living in any of these towns, but have been in them a number of times.

I am from the Quad Cities. For Davenport, there are nice areas but avoid downtown, west side and near St. Ambrose University. Bettendorf, Pleasant Valley are nice. I would chose to live in Iowa vs. Illinois as Iowa is far more financially sound, schools are better, homes sell faster (4 days for mine using fsbo). I am from IL but live in IA so I am not being biased. The surrounding areas -Le Claire, Eldridge, Walcott are fine as well. Have a safe move!

I too am from Davenport. If you want really safe neighborhoods that are established and probably won't trend downwards value-wise I would only consider Iowa locations east of Jersey Ridge. There are some nice areas on the Illinois side but as someone mentioned Iowa is much more financially stable than Illinois.

Much of the west side of Davenport is fine and the Glen Armil neighborhood just north and northwest of St Ambrose is one of the nicest neighborhoods in the city. South of Locust close to Ambrose isn't great, though.
