If I had to pick a small town in Iowa to live it'd be Leclaire.

There isn't a single freeway grade highway that goes through, or even around, Dubuque. Both 151 and 61 are not like interstate highways. There are quite a few places where traffic can enter the highway through an intersection. Interstate highways are 100% ramp-controlled with no intersections. The speed limit is also lower on those two highways.

Access to I-380 is essentially meaningless. It's a 70-mile highway that only serves two smaller metropolitan areas in NE Iowa. No major population centers are along that highway. If catching 80, 88, or 74 is important to someone, they should just move to the Quad Cities. That will save them a 75-minute drive from Dubuque.
