I've been looking at relocating to Spencer because my girlfriend wants to move there to be close to her daughter and grandkids. We've noticed that Spencer is very anti-pet. As of yet I haven't found a place that will allow pets. We have a 13 year old front-declawed and fixed female cat. I've never seen any place like that before.

It may be just one of the consequences of low rental inventory everywhere right now, not specific to any place in particular. The pandemic tenancy situation and real estate market have knocked lots of smaller independent LLs out of the business and those smaller independent LLs are more likely to allow pets. Places that allow pets don't have vacancies. Ones that don't allow them do. When housing is scarce and in demand, LLs can be pickier about the applicants they'll lease to. You're at a disadvantage having a cat. More and more LLs have learned not to permit them.

If you can, try to find a PRIVATE landlord rather than any rental company. Landlords who have only 1 or 2 rental properties are much more willing than large faceless corporations to bend their rules if they have a good opinion of you. The best way to find a private landlord is through church and cafe bulletin boards and word of mouth. Can't her daughter and grandkids find anyone via word of mouth?

Then be a great renter. Pay on time, and keep house/apt super clean. If one landlord likes you they'll recommend you to others over time.

Yes, her daughter knows some people and she has asked them to let her know if anything opens up.

My late landlord passed away and now his son has taken over to sell the place. Not only that but he has raised our rent by 300 and we can't find any other places to live. Sometimes private landlords aren't always a good thing.

It might be too late to suggest this but moving to Spencer would be a terrible idea. Nothing grows here except the farmers crops and they won't give up any land for more homes or apartments to flourish.
