Are there neighborhoods there with housing, groceries, bars/restaurants/library/etc., all within easy walking distance? Or is DBQ totally a "car city?"

On a related note, how is the public transportation scene?

Most cities in Iowa are predominantly car cities, with the possible exception of Iowa City's Ped Mall downtown.

Dubuque has a small mass transit system, with four routes that operate Monday-Saturday. Frequency on those routes is once per hour, so coordinating your schedule with the bus system's might be a little challenging, especially since the service doesn't run much past 5:00pm on most routes.
