You're going to have to drive. No trains that go anywhere from Cedar Rapids.

Rent a car (or use yours) and drive east on Highway 30 into Illinois, then jump on I-88, and take that as it merges onto I-290.

That will bring you into downtown Chicago. If you need to be there by 9am - you're going to have to leave EARLY. You're getting there right at rush hour, so I'd plan on leaving around 4:30am or even earlier if you want to be sure.

Rent a car and stay for a night in Chicago and go there in the office in the morning. That's the easiest way to get there.

Forgive me if this is a bad idea -- can you drive to Iowa City and then take Megabus into Chicago? MegaBus US - Home

I supposed it depends on how badly you don't want to drive yourself into Chicago.

They are new and I don't know of anyone who has tried them, but it appears it is a reasonable option, assuming they maintain their schedule. At $52 for round trip ticket, it beats driving, tolls, and downtown parking.
