Why do you find that hard to believe?

Two big reasons - Country music scene and of course things like the Nathaniel Bedford Forrest statue. Then take in the mapping of the city - south predominatly white (black is less than 2-3%), the north predominatly black (50+%). To me, it just doesn't seem one of the top 10 places for black americans. But to each their own...

Nashville has alot of offer so this was in no means to trash their city.

I would have thought Atlanta once thought to be the city with the most upwardly mobile black population. What do I know?

I'm not surprised that Nashville is on the list.
And I'm not surprised that Jacksonville is on the list.
I am surprised that Jacksonville is ranked #1 on the list.

I have spent a lot of time in Atlanta, and my assessment is that the black population, as a whole and generally speaking (must give the "exception to every rule" clause here), has been the contributing factor to Atlanta being such a great city. Compared to Jacksonville, the black population in Atlanta appears to me to be better educated and has a lot better work ethic. Again, this is just my observations. For some reason, when in Atlanta, they seem to take more pride in their city, in themselves, and race never really seems to be an issue when I'm there. Everyone just looks at everyone like people, not black or white people, but just people. This isn't a slam on J'ville, I love my city, but maybe the large pockets of rednecky population keeps the fuel of race fire burning, and maybe the local black population also deserves some of the blame for not trying to advance their positions through hard work and education, and maybe that falls back onto prior generations for not encouraging them to better themselves. Again, all just speculation on my part. But I distinctly remember on my last drive back from Atlanta wondering how we can make J'ville a better city, comparable to a place like Atlanta, and that's when I started exploring the differences in the culture between both races in both cities and those are some of the observations I made. I've had this very discussion with friends of mine who are black and they have all agreed with these points.

If you read athe article, it's clear that housing affordability played a large role in determining which city ranked where. Jacksonville is one of the most affordable places to buy a property in the nation.
