I own a home in Fernadina Beach that I only use part time for right now. Can I get a Florida license without changing my residency? I live in NJ more than half the year but want the FL license instead. I don't want to change my residency because I want to vote and not pay the crazy NJ exit tax when I sell the house here next year.

So in short I'd like my FL license based on my home there but don't want to change my state of residency for voting and tax purposes (yet).

I don't think you can do that. The license generally determines your residency in fact you can't get one without proving you live in Florida via utility bill, lease, mortgage etc. You could easily produce these and get a DL in Florida but I suspect to do so you'd have to fib somehow which would be illegal. Just an answer based on my recent switch from a MN to FL drivers license. I was pretty much proving I was a Florida resident by getting that license.
