My wife and I are moving to Jacksonville for 2 years this August while I get my Masters at UNF. We are looking for an apartment under $1,000 close to the school (15 minute drive). I do not want a roach and drug infested area with gangs and domestic violence, etc., but I'm far from a snob (having lived in West Philly, NYC, etc) and not much scares me. I just don't want my mediocre car broken into and I want a place where my wife would feel safe and I can actually have enough quiet to study. My wife does not drive so we need stores nearby and preferably some type of transportation (if not, there is Uber/Lyft). We will both work, so traffic is a concern, especially coming from Tampa were traffic is horrible. Any suggestions? I do not want to commute more than 20 minutes or so to a job since my car is a bit older.

Your budget is ok but the real issue is not knowing where you all would be working. You ought to be able to find a 1 bedroom close to UNF on your budget, and it's close enough to plenty of stores (walkable would depend on your definition but certainly close enough to be walked to).

However, jobs are spread out all over much like the city itself, so it's hard to figure what would be the most convenient for you without knowing where you would be working, much less where your wife could potentially walk to work.

You should be able to find someplace to live in close proximity to UNF. There's tons of apartments near campus.

Check out Sorrel. It's less than 10 min drive and close to retail and dining. They are pretty nice so not sure it's less than 1000 a month but maybe a 1BR
