JEA is a municpal agency that services JAX, where would they build a new plant if not in JAX?
JEA currently serves some areas outside of Duval county, and last I knew JEA was going to be supplying water for Nocatee.

JEA also has a toe in Georgia:

JEA News Center - Power Plants

My vote is for the new power plant to be built in Ponte Vedra...just kidding!

If you could find any open space large enough in PVB to accomodate the plant and as long as they made payments to the county in lieu of property taxes, I'd welcome it

The power industry is pretty interesting. With the way the U.S. power grid is set up, you don't necessarily have to have power plants in the same area. JEA could build a power plant anywhere they wanted and just run transmission lines from there to Jacksonville. They actually co-own a generating unit with FPL up in Macon, GA. A few years back, JEA was teaming up with three other utilities companies to build a coal-fired plant in Taylor County, but since then they've pulled the plug on the operation because of overwhelming environmental concerns.

In fact, part of the electricity you use may not have been generated at any of JEA's power plants. If it's cheaper, JEA will actually buy electricity from other utilities companies.

The plant is coal/coke. It it sending CO2 into your atmosphere to eventually end life on earth. (According to all academies of science in all countries)

Your grandchildren and maybe children will be hit hard. One scientist says 5-6 billion humans will die. This scientist is the one who figured out the ozone hole.

So enjoy AC electricity from the Jacksonville power plant. It's helping kill planet earth.
