Yes you still have to renew your plates every year, or you can pay twice as much and renew them for 2 years. (which I do)
But to renew them by the year is only $40-$80 a year. My 2008 Ford F-240 FX4 4X4 costs me $72 a year and its based on the GVR (gross vehicles weight) I believe.
The $400 fee is only if you move in from out of state and get your first state tag. And you only pay that fee once not every year.

Geez! It would almost be cheaper to sell your vehicle before you move in to the state and just buy another one there.

I suppose the state has to make up their fees somewhere. We have a state income tax as well as paying state and Parish tax of 9.5% on everything including groceries!
