For starters, I would switch from full size city busses to smaller ones. Have you ever seen a full city bus? Me neither. But I often see busses with only 2-3 people inside. I would start with switching to small busses (maybe even vans) and more diverse routes. It's ridiculous when one has to take bus # 1 to downtown, change to bus # 2, and then travel back to the same side of town, only to arrive 2 miles away from their home (because the bus # 1 just doesn't go that way). No wonder people don't use public transportation. It's poorly thought out and is extremely inconvenient.
It always puzzles me when I think about why wouldn't city "leaders" visit places where things are done/run better and more efficiently (be that a public transportation, water preservation, etc.) and LEARN.

Lack of flexibility, tunnel vision, good ol' boy mentality, inflated egos? What is it?

why wouldn't someone just walk the two miles?

(Not to mention elderly, disabled, young children, and a possibility of a heat stroke).
