So, I had a phone interview this morning and nobody ever called me. I prepared last night and this morning. I had all my notes in front of me and everything. Nothing.
First off, how long do I wait before I contact the person (not the person that was supposed to call me but another one) to let them know? How do I word it? Also, should I wait for them to contact me to acknowledge that they missed the appt?
Just as I am supposed to make an impression on them, they are making an impression on me and it's not a good one.

Call after lunchtime. Give them another chance. If they seem unorganized, beware.
I would have called a half hour after the time they were supposed to call you. That gives them enough time to cover "running late".

I would say something along the lines of "I had an appointment for a phone interview with (insert person here) at (insert time here) this morning and did not hear from him/her. Can you verify that I had the time & date correct?" It could be something as simple as one of you writing down the incorrect date/time.
I do not have a phone number to call them. They only have mine to call me. I do however have an email address for someone else in HR. I don't even have an email for the person that was supposed to call me.
And this is a good lesson for anyone reading this. Always get a contact number. What if you have to cancel for some reason? You don't want to have to rely on email.

As someone suggested get the company phone number and start calling today. Be polite but state the facts, unless you screwed up the date then someone dropped the ball.
Keep that in the back of your mind, you may not want to work there. It depends on how they handle the situation if they were at fault.
I don't know if its just my opinion but I think its incredibly rude of them to not have called you , either to say we need to reschedule or to have called you an hour later and apologized. Email at the minimum.
But this is a common practice now-days , so many people out of work and these companies know that . They take their time and do with us what they will.
