Someone was telling me or so I have heard is that most companies are hiring after the new year after they have redone their budgets/finances/etc. is this true?

The new year often has little to do with it. For example, the company that I work for starts a new fiscal year in June. Budgets will start then, etc. No new hiring, other than replacements, until then.
Where I work hires in Quarters, Jan 10, April 10, June 10 and September 10 or around there.
