Did you know that some companies (like Target) allows person to apply internally? This means that in order to apply for a job, you must already be working in the company.

What I would like to know is the internal hiring process and what the requirements are for it to become external.

Pretty much every company has internal postings. It makes sense to look in your own company before you look outside. Usually they go outside if they can't find someone inside the company.

How would we know? If Target recently started only hiring from within, the there's no way we could get an idea about how to get a job there except knowing someone that can recommend you.

Of course they do (as do a lot of private, public, state and government employers). Nothing uncommon about it at all. The only way I can imagine for it to go external is if the cannot fill the slot with an internal candidate.
