I agree. If I see a woman with tattoos, right or wrong, I assume she was drunk when she got them, or otherwise has bad judgement.
You assume wrong then. And based on the post below you assumed wrong twice. You might want to consider paying attention to that.

People at my co have tattoos. They're professional jobs, but not the typical office type thing.
Most business n modern America would not shy away, unless it is Chic-fil-A. It does not bother me, and as the current older generation retires and dies it will be less an issue. However, it will always carry a stigma with people who punch their butt cheeks. Also, it will be an issue in most Asian countries.
If I was a hiring manager, having tattoos, be it a small one or something as big as a full sleeve, would make no difference on a hiring decision (for the record, I don't have any tattoos or piercings.) So long as none of the tattoos are gang-related, racist, pornographic or of the like, I would have no problem at all. I find tattoos to be an extension and outward expression of a person's personality, and I think people who make negative connotations based on body work are painfully and woefully ignorant.
Even if this person would be hired to directly interact with customers, I would still have no problem with it. If a customer is going to have a problem with my employee solely on his or her ink without any regard to performance, then that's a customer I don't want or need.
Then you would lose my business. I am turned off by tats. A few, tasteful ones I can deal with. An armload, on the neck or hands tells me this is possibly a convict on parole or probation or someone who isn't business material. First impressions........ I don't want to see your employee's tattoos if they are loaded with them, thank you. I might leave a business and go to another if this was all I was presented with. And I think people who trust everyone the same and don't use their instincts when first meeting or seeing someone are "painfully and woefully ignorant".

You guys basically eliminated every opportunity for this type of character to make it in this country. It's inevitable that she shows up at your desk looking for work in the white collar realm. Deal with it. Less you prefer he leeches off your tax dollars in one form or another...
I helped to hire a woman for a professional sales position selling to banks and credit unions. Part of the job required going into 10 bank branches a day to drop off marketing material and talking to the branch manager. This woman interviewed well, dressed professionally in pants suits, but showed up for her first day on the job wearing a skirt. Which then revealed the huge snake tattoo that went up her leg from her ankle to past her knee. There is no way I would have approved her for hire if I had seen the tattoo first.
The tattoos can be covered up. Why must every hardworking, outgoing person be a stiff? tattoos are an art form. Says nothing about someone being responsible, hardworking and professional. You know how many "clean-cut" people are not?

If it going to hurt business then it matters a lot. If the customers are not going to be happy seeing the tattoos then that is pretty much the end of the discussion.
You all do know that a good number of your Armed Forces service members have tattoos......
Which have go be covered while in uniform so they are not visible, by regulation. She the pattern here?
