The reason the company hasn't hired you is irrelevant; the point is the company has left you dangling. That behavior is beyond rude, and would you really want to be working for anyone that couldn't manage a simple phone call or letter?

Did you follow up with them? If a company does that much background with me, I always ask them for a firm date to hear back from them. If you don't hear, call. You may find things got crazy at the office and they haven't been able to send out an offer, the job was on hold, or you didn't get the job. At least you'll know.

There are plenty of reasons that a person could be not rehire-able. Generally when i check references for perspective employees, their previous employers will only tell me their job title, supervisor, & dates of employment (particularly a retail store with their high turnover)
