Here's a bit of background info:

For about 2 years, I worked in traditional media for an advertising agency. My goal is to get into digital/emerging media. I've been interviewing for months now at digital agencies trying to prove that I am ready to apply my existing skills to digital platforms. However, no one seems to want to hire me without that direct experience.

A couple of months ago, I interviewed at an agency I really liked. I didn't get the job, and now I am considering applying again but this time for an entry-level spot. I know this will mean a downgrade of pay and title, which sucks. However, I'm more focused in getting the experience I want.

Does it look bad if I reach out to the same HR and ask about entry-level spots?

No, you have nothing to lose. Apply for the position. You can always work your way up.
Have you tried creative staffing agencies for experience?
