So 50% of the day is volunteering or developing skills, let's say you exclude sleep so 16 hours, 8 hours is for driving to and from volunteering, errands (such as food shopping and that), eating and job searching. Yeah something tells me this does not compute...

Especially when you consider that driving to and from volunteering is costing you money at a time when you are unemployed. Developing skills can also be costly as many employers do not recognize skills you develop on your own, but rather insist they must be part of some formal class that you paid for.

Which is why someone unemployed should not bother with volunteering

Exactly. What if they dabbled in prostitution or stripping simply because they always had a curiosity for it? Or if it is not a voluntary break they are taking and it is something they are doing to truly make ends meet. See what happens in that interview after disclosing that to a hiring manager.

I agree to some extent. I'm unemployed primarily due to a language barrier, so I go to a free immigrant class part-time once per week to upgrade my skills (I cannot afford childcare to go full-time). It would be disappointing to any employer if I showed up year after year and didn't even bother to try and improve my language skills. It would show a lack of initiative. But daily volunteering? Not feasible for me due to childcare costs.
