I'm amazed, truly amazed, that you have a job and extremely disappointed that there isn't a way to prevent you from damaging the employment prospects of the people you're supposed to be helping. If you indeed put all the theories you throw out here into practice, and not just lighting fires, the incredible disservice you are doing to your clients is borderline criminal.
If I was a taxpayer in PA, I would be hell-bent on finding out which agency exactly you work for and doing everything I could to prevent you from fulfilling your apparent desire to swell the public assistance rolls in your community.
Well it's my opinion and don't know what else to tell you
you have to be under 30 to lift 75 pounds, see clearly (we have these things called glasses and contact lenses these days...), bend reach and stretch, and stand for 4 hours? seriously? i don't know what kind of decrepit people in their 30s and 40s (and 50s!) you are hanging out with....
How many 50 to 60 years old can be on their feet all day without a break????

Please tell me that you didn't decide that these jobs weren't "appropriate" for your chronically unemployed clients so you didn't tell them about them.
And before you do your "old people shouldn't" and "women can't" stuff I worked, years ago, with people in their 60's and women in a sometimes physically demanding factory job.
Did the men have to lift and stand? Yes. For hours.
These employers are pretty much eliminating most older workers in a indirect way by these statements inside the job posting.
Ability to lift 75 pounds without assistance
Must be able to stand on your feet without a break for atleast 4 hours
1 to 2 years experience required for this position
Must be able to bend, lift, and reach throughout the day
Excellent computer skills required
Must have strong vision abilities
So that's their way of eliminating older workers since they know they can't come right out and say "if you are 55 and over don't apply. So this is a true case of "creative age discrmination"
I would imagine this would be tough for a woman to do.
