I applied for a position out of state with a mid sized general contractor a couple of months back for a construction management position. The vice president personally called me back about a week ago. We had a short conversation about my plans and he said he would be sending me an email. In his email he asked when I would be in town to meet with him and his partners and take a tour of their office. I agreed to give him a date without asking if they would be paying for the flight Is this too late to ask if they will be paying? Should I just risk it and pay for it myself? Does this position seem promising and worth it? I also understand that the construction industry isn't exactly booming like before and asking them might hurt my chances.
It doesn't sound as if they were planning to offer to pay for your travel if he asked when you would be in town. I don't know that I would ask. Did they give you a firm date they would like to meet?
If he asked when you would be in town, I'm sure he isn't planning to pay. If he was planning to pay, he would have said, "we'd like to fly you out. Are you available the week of xxxx?"
My rule is if they aren't paying they aren't that interested in you and are of the opinion Ah lets interview him for the heck of it and maybe keep him as a backup. It will most likely be a waste of money for you.

Agree. Or they are just trying to fill some HR requirement about interviewing people outside the company for a position that is already earmarked for someone inside.
It's a long shot but you could always suggest a Skype meeting before shelling out travel expenses. This might give you a better feel for the people involved to determine whether or not it's worth the expense - and vice versa, of course.
As others have said, if he was going to fly you out, he would have said that during your conversation, "We'd like to fly you out, blah, blah." Since he didn't, I would be hesitant to invest in airfare to go on an interview that is -- at best -- a "maybe" proposition. He specifically asked when YOU would be in town to meet with him.
