Every hiring manager is different, just because they do not hire you right on the spot you never know. Usually they will ask you obvious questions like, "why do you want to work here?" more than once. Or, they will explain what the job duties are more than once, and ask you if you want to do them. I've been overqualified and underqualified for positions and they make that clear.
If you just have terrible answers to their questions then it will be fairly obvious and you won't hear anything back for a long time.
They usually almost always say they are interviewing more candidates, specially on a phone interview and then they will choose who they want for in-person. I have never heard "this has been helpful" though.
Yeah, completely normal to be told "We're considering other candidates." Look at it this way, they might be planning to phone screen 20 people, and you might be the 2nd one they've screened. Even if they think you're pretty awesome, chances are they're going to phone screen more people.
I'd caution about looking too hard for signs like specific phrases to try and decide if you're going to get the job/interview or the rejection letter.
It is perfectly normal to tell a candidate that you are interviewing other candidates. It is a simple statement of fact and it is inappropriate to read anything else into it.
