It does depend. For example, if you majored in computer engineer, but they're looking for computer science, you can apply since CE majors do a lot of programming and development courses. However, this probably isn't the best example since many positions that look for CS majors will also list CE as being acceptable too.
IT in general, some places may be able to let that slide, like if you know how to work databases, consider applying anyways even if the it says they need a CS major.
I'd a business major could get away without that too.
