I worked for a background screening company. We used a variety of services and companies, like Sterling and FirstLab to conduct different screenings, depending on what our client requested. I've never seen degree verifications, so I can't tell you about that from that end of it. From what I've seen, if they rescind an offer, they usually tell the employee just so they know, and because it's the polite thing to do.
However, they don't have to tell you as quickly as you'd like. Usually they're burning through potential hires faster than your head can spin, so sometime after they hire someone to replace you, will you hear that you are getting your offer rescinded. However, like people and I have said, verbal offers are not real offers so they don't have to tell you a thing.
