Employer A offering temp to perm position. AKA: show what you got before actual hire.

The candidate had a recent background check 3 mos ago with current employer B from FBI already

- candidate also has background check from headhunter agency that employer A uses. Candidate applied to employer A over a year ago and headhunter submitted resume to same employer A a few months agoA reached out to candidate through old/prior emails and sent job offer for "5 days" and requests a background check. A Permanent offer may come or not in a month or so.

Is this background check really necessary or is it just more PC and less common sense?

NOTE: the job has no involvement whatsoever in finance, credit, or client sensitive info. It involves programming and marketing.

Has employer A been told that a recent background check is on file?

The date of the last background check makes little difference. In most cases, when the standard HR procedure is to obtain a background check they are going to do it. If you have nothing to hide, there is no need to worry about it. If anything, be happy that someone in the background checking business will be busy and able to keep their job.
