That is the norm for most companies today. When I got hired by my current company I had to fill out paperwork that they sent me. I also do not have a printer or fax. I just saved it to my jump drive and went to Staples, printed it out, filled out the form (it was a PDF form) and had them save it to my jump drive. It cost less than $1.

To me, to spend not even $1 was worth on documents was worth it to have a job!

I wouldn't care if it was the company asking for the documents, but it's HireRight, a third-party vendor to whom I only reluctantly gave access to my personal information as a requirement of getting hired. Now they have the nerve to expect me to spend MY money to help them do THEIR job for a service I'd prefer didn't even happen. Sorry, not gonna budge. If they can't complete their "background analysis," with what they've got then they can explain that to the company that hired them.

OP, the cost is minimal. Most people either have copier/scanners or know somebody who owns one. If you really want to stand on principle n this, simply turn down the job and move on. I guarantee you that the hiring company is not going to regret your decision.

Realistically, looking for a job costs money. You need to have dress clothes, pay for transportation, take time off from your existing position, etc. Accept that fact or stand on principle and remain unemployed. Your choice.
