Well? In my organization, human resources performs this function.

In your organization, does the hiring manager do this, or the HR office?

The hiring manager makes the offer over the phone; the written offer follows a few days later from HR.

In my case the hiring manager has no contact with the candidate after the interview until the offer is accepted and background check done. That's all done by HR. I call them to discuss starting date and invite them for a tour in advance, if they desire.
