Massachusetts and Reporting Agencies? (employees, applying, employers, background)

Hello there,

How do Background Check agencies report to employers?

Do they report all arrests even though there was no conviction?
Do they report Parking Tickets and other related tickets?

I know that there is a "New Law" that was passed to protect MA employees applying for jobs, but I was wondering if that also applies to Reporting agencies.

This is for Massachusetts Applicant.
