If I've only worked one place my entire life and been employed for less than a year, should I even submit a resume when applying somewhere else? Why or why not?

A resume should not simply be an 'obituary' of your job/s, but, a document highlighting your qualifications to do the job for which you are applying. In a good resume, one will highlight applicable skills, education, training and direct experience. Use the resume to get an interview by 'selling' yourself; then, talk your way in.

If you have no applicable skills, education, training or direct experience - and cannot think of a way to promote what you do have, apply for a trainee or intern position.

Completely agree. Even in one job, it could be that you can highlight the skills that make you a great fit for a new job. Also, a resume doesn't only include information on your work experience. It also includes education, special skills, and other information pertinent to potential employers.
