Maybe the hiring managers are just inept at selecting talent? Could be many reasons.

Yes some posted jobs are fake just to test the market. The same way a picture online maybe posted to see what's out there because they are thinking about a change

Just because no one is calling you back doesn't mean the posting is fake.

It does if you keep seeing the same job over and over and fit all the qualifications.

There are definitely cases where some folks don't get a response from a legit job. However, there are also job listings for low turnover positions that just stay there for the longest time. I've had a couple of folks for different companies know first hand that job listings either should've been taken down a year ago (they found someone, but HR for some reason keeps forgetting about it), or the position's requirements are poorly worded (the one person is directly affected by the vacant spot, and knows exactly what skills he needs in a new coworker, despite the listing going unchanged).

I agree with this, my friend is a store manager at a large retail store. They simply keep job boards open to build a talent bench and than start interviewing once a quarter when they need people, or need to staff for the holidays.

Some of the openings that are posted online are from companies that are not hiring right now but when the position becomes open, they pull applications from people that previously applied. By the time they start looking at applications, yours probably expired and you would have to apply again.

When I was unemployed I preferred others to do the job searching for me like

Public Career Center staffing specialists-(Center recommended by Unemployment)

Temp Agencies

Indeed.com

I had to the point I hated browsing for jobs and just wanted other people to do it for me which is how I got my current job.
