It means knowing someone, even if all that someone does is pass your resume to an actual physical person as opposed to the resume being stuck online is a tremendous help. Yes you can find a job not knowing anyone-in the same way that you can walk from NJ to Texas if you really wanted to, but having a car makes it so much easier.

For my own personal story: I work for company X, a relative of mine applied for a job at company X on my recommendation. A few days later I followed up with HR and HR could not find my friend's application/ resume in the database in spite of the fact that she applied online. HR requested a physical resume which I did hand and an in person interview did come out of it. Sadly she did not get the job (perhaps she gave a bad interview idk...) but AT LEAST she got to the interview stage. Had I not worked there, for all I know her resume could still be stuck in online limbo. So knowing someone may not guarantee you a job but it will usually guarantee that a person will see your resume as opposed to hoping your resume gets filtered through Taleo or whatever...

It'll get your foot in the door, but that door'll swing back on you if you don't shine during the interview.
