Got an email from a firm I interviewed with from a completely different firm which will be handling the on boarding process. Odd? The employer has their own HR office.

More unusual than odd. When there are many openings at once, it's best to bring in consultants to help handle the workload. We will bring in "emergency hires" if we can find qualified HR people on short notice to help with a big workload. We have over 100 new FTEs budgeted for 2017, if approved that will definitely mean outside help.
