Recently received my government packet for information regarding an upcoming interview.
One caveat of concern is : They require 5 employment (past) referrals. My challenge is:
I worked for 14 years at one job. They will do the bare minimum in responding. Despite the two page questionnaire by the county for information.

Beyond that, my one prior to the 14 years has changed ownership and they no longer hold past 7 years, old employee records. So they cannot affirm my employment or "activities" while under their employ.
The gov position is also requiring three clearances. One with fingerprint from my state, One for any reports on child safety (abuse reports?), and One from the FBI. A value of $200 that I need to shell out to get these reports. (ANd no I do not have any hidden resources to get these funds).
Mind you this is a clerical position .
I have two personal/business references - since they were fair minded clients, but that is not listed as a adequate referral.

I feel I am already less then stellar in providing such information in lieu of the above. How can I explain this to them?

I'm sure they get a lot of applicants where the 5 are not possible, but by work dates would consider the 2-3 to be sufficient. With only one, and that one no longer valid, you could explain but it sounds questionable. As a hiring manager at a public agency myself, 14 years at the same position along with dates of degree would make it clear that no other employment references would be available. Generally we want 10 years of employment history that is verifiable, in your case that's all at the same place, but they have to be able to verify it. If you have been given an interview date, there must be a contact that you could call to discuss and make sure you will still be considered, if they will answer the question. Of course, that $200 is a gamble anyway, any time there is more than one applicant for only one position. We pay for any security clearances and background checks, but only do them for the selected candidate after making a contingent offer.
