No. Unless it was the actual hiring manager (and that would be unusual), it means the same thing: exactly what it said at face value - it was a pleasure to interview you and they would like to see you succeed. But they're not the one making the decision, so it just amounts to a politeness. Don't get me wrong, that's still a good thing, but has little to no bearing on your actual success chance. It's up to the hiring manager, who may take some input from the rest of the panel.

I've received responses and at first I took them as positive signs. I didn't get an offer for any of the jobs. So, unfortunately, I now know they're nothing more than polite responses.

It is a positive sign and I was hired when my thank you letter received a response. Hopefully your thank you letter asked about the next steps in the hiring process.
