I don't think that your friend's race is relevant to the question.
Here, we all use Sharepoint and the admins are expected to be able to use Designer, set up pages and libraries, and do basic workflows. I don't have access to the job requirements but work with them a lot, so I know what they do. The Administrator/Project Manager does more difficult workflows, installing, configuring and maintaining the Sharepoint server. They also set up data links from various relational databases. They require skills in SQL, Javascript, database administration, web application, site collection, subsite structure, security/permission levels. Ours also do training and have monthly workshops for the admins that are responsible for their departmental sites.
