Does placing a call to see if a company received your resume really help you to stand out nowadays? People say you have to be aggressive but is there such a thing as calling a company too many times?
Bad move in my opinion. It's more of an annoyance than anything. If you submitted your resume online, then they received it, and your status online will show this.
Back in the days when you mailed it in, this may have been a valid question but no longer.

Probably a waste of time for you, and negative to the HR person answering the call. Here, you have to create an account and log in/upload, so you can immediately see that it was accepted. If you did call, the person answering is in HR and without any influence on the decision. That is totally up to the hiring manager, and as such, I would never know whether you had called or not, since no record is made of it and it's not passed on.

That is not good current advice, will certainly not give you any positive results and can potetnially hurt your chances.
The OP didn't mention having technical difficulties, so the circumstances don't relate at all. It would be reasonable to call if you were having difficulties with the site. No one wants you to call if you did not have problems with the process
One time I called an HR rep pretending that I had IT issues uploading my resume.
"Yeah we've had a few bugs recently, let me check to make sure we got it. Yup, I see you right here. Oh cool, you worked at-"
Wouldn’t work for me.
At my employer, HR only screens and deletes for minimum qualifications, and passes the qualified applicants to me. They have no role in selecting people for interviews, and they shouldn’t. HR does not know the details of my job or those people I hire.
If I, as HM, were to get a call like the one you describe, I would assume you had no computer skills. You obviously could not use a simple web interface or login to check your account. I don’t need to hire people who need that level of handholding.
